If charger reports Mode 3 state D when a charging cable is connected to the Type 2 socket outlet and no EV is connected, then it is possible that there's a wiring issue with the Control Pilot and Proximity wires. Follow below steps to rectify this.

Step-by-step guide
- Power off the charger
- Locate the CC1612 charge controller which is having the problem
- Locate the CP and PR connectors on the CC1612 charge controller
- Swap around the CP and PR wires
- Power on the charger
